The Ministry of Digital Transformation has recently launched a separate website for e-Accise, which presents a roadmap for a large-scale project to combat the shadow tobacco and alcohol markets. As a reminder, in June 2023, the President signed Law No. 3173-IX, according to which the mechanism for obtaining an electronic excise tax stamp will be launched on January 1, 2026.
The new electronic system will control the turnover of excisable goods and will greatly simplify the reporting of entrepreneurs and their interaction with the tax authorities.
The main point is that an entrepreneur will order a stamp for a product through the website, and the e-Acces electronic system will automatically calculate the amount of excise tax to be paid.
Thanks to this mechanism, the tax authorities will be able to track any product at all stages of its movement, from the moment of production to the sale to the end consumer. This project will help the state remove counterfeit goods from the market. Therefore, consumers will be able to receive a high-quality licensed product.
What are the benefits of the e-Accounts project?
For business:

The system is expected to be officially launched in January 2026. By the end of the year, it is planned to extend the test period during which entrepreneurs will create personal accounts for issuing excise stamps. The Ministry of Digital Transformation and the State Tax Service also plan to reduce fines by up to 30% in case of errors in reporting or timing of excise tax receipt.
Currently, active work is underway to improve the project, technical requirements are being developed, and laws that will regulate the operation of the e-Accounts system as a whole are being drafted. At the same time, the Cabinet of Ministers is preparing a number of draft laws on the forms, procedure and circulation of excise electronic documents. When the design part is ready, we will have a clear understanding of what the security features for products will be and how to systematize the control of the circulation of excisable goods with the help of Torgsoft.
