The government has set a limit on the size of the food surcharge

Due to inflation and a significant increase in food prices, on January 12, 2022, the Cabinet of Ministers amended Resolution No. 1236 of 09.12.2020 "On the establishment of quarantine and the introduction of restrictive anti-epidemic measures to prevent the spread of acute respiratory disease COVID-19 caused by the coronavirus SARS-CoV-2 in Ukraine".
Until the end of the quarantine, it is prohibited to make a trade margin of more than 10% on such goods:

  • rye-wheat bread,
  • loaf,
  • buckwheat groats,
  • granulated sugar,
  • high-grade wheat flour,
  • domestically produced pasta (vermicelli made from high-grade wheat flour),
  • pasteurized milk with a fat content of 2.5% (in film),
  • sunflower oil,
  • chicken eggs of category C1,
  • poultry (chicken carcass),
  • butter with a fat content of 72.5%.

The amount of the marginal trade margin takes into account advertising costs, marketing and logistics services, processing, preparation and packaging services, and other services necessary for the supply of goods to the end consumer.
In addition to the margin for the trade markup on food, the margin for fuel was set:

  • for 1 liter of diesel fuel ㅡ no more than UAH 7, including VAT,
  • for 1 liter of gasoline ㅡ no more than UAH 5, including VAT.

To recap. In July 2017, state regulation of prices for a socially important group of food products was abolished. However, in 2021, the Cabinet of Ministers temporarily imposed the same restrictions on the maximum trade margin.
