Sick leave during the war in Ukraine

Paper sick leave
Until March 1, 2023, doctors are allowed to issue paper sick leave on appropriate forms in the following cases
- Must continue sick leave issued before Oct. 1, 2021, if the primary sick leave was issued in paper form.
- If the doctor didn't make changes to the e-sick leave. If the doctor has noticed an error in the employee's sick list, but could not make changes within 7 days, he can do it only by issuing a paper sick list.
- Due to technical reasons, the e-sick leave was not entered into the register of certificates of incapacity for work.
- A woman adopts a newborn child.
- Due to martial law, there is no access to the e-health system.
- Because of war and force majeure circumstances, the insured person has not been able to apply for a continuation of the sick leave and continues to be ill at the time of application. In this case, the period of illness in the documentation should not be divided or ended.
If the paper sick leave is a continuation of the e-sick leave, it must have the same number as the e-sick leave.
Sick leave printed on ordinary paper
For the period of martial law and for three months after it ends, doctors are allowed to issue sick leaves printed on ordinary white paper. This is allowed in case there are no proper forms in the medical institution, and it is impossible to get them.
The printed paper sick leave must be of the prescribed form. So it should look the same as the form, but on ordinary paper.
The printed sick leave is filled out in the same way as a special form, but it is necessary to indicate the USREOU of the healthcare institution in the column Series of the form. In the column Number of the form indicate the serial number of the entry in the register of sick leaves.
On the basis of the printed sick leave, you can receive payments from the Social Insurance Fund. Such a certificate of sickness is equal to the one issued on a special form.
When filling out the application-calculation on the basis of a printed sick list you do not need to fill in column 7. The column 8 must be filled in the format ХХХХХХХХХХ-У, where ХХХХХХХ is the healthcare institution USREOU and U is a serial number of entries in the register of sick leaves.
Electronic sick leave
There are cases when the electronic sick leave is formed with a mistake in the surname. For the formation of the electronic sick leave, the information about the insured person is taken from the Pension Fund registers. The person is considered identified if the TIN is 100% match and the surname is 90% match. If you received such a sick leave, you can pay it, and you need to give the correct employee's information when you make the application. The employee should contact his/her doctor and make changes to his/her medical records.
If the e-sick leave status has not changed from «issued» to «ready for payment», the Social Insurance Fund recommends counting the days from the opening and closing of the sick leave:
- Sick leave can be paid when 7 calendar days have passed since it closed.
- E-maternity leave can be paid after 7 calendar days from the date it was opened.
