Registration of Software ECR: A Guide for Sole Proprietorships and Legal Entities

To register a software-based ECR, you can contact the tax office or do it through a software provider.
If applying to the State Tax Service, you need to submit the completed form 1-ECR for ECR registration and form 5-ECR for cashier registration. Documents can be submitted in person at the tax office at the Sole Proprietorship's registration address, or online via the personal account on the website.

Registration of software-based ECR with the tax office: step-by-step instructions
To register an ECR with the tax office, follow these steps in sequence.
1. Obtain a QES (qualified electronic signature).
A QES is a personal signature of an entrepreneur that has the same legal power as a handwritten signature. Exchanging business information online is not possible without a QES. The same applies to data exchange between the ECR and the fiscal server of the State Tax Service.
You can get a QES from an Accredited Key Certification Center. A list of organizations providing these services is available on the website of trusted services.
The simplest option is to get a qualified signature via the Diia service. On the page, select the following options:

purchase a certificate,
-
order the service,
-
qualified certificate,
-
desired service point,
-
user category.
The invoice for QES creation will be sent to the customer by email.
2. Register the business location.
If you have already registered the place of business with the tax office, you can skip this step.
To register the point of sale where the ECR will be installed, fill out form 20-OPP. The document can be filled out either in paper or electronically. Let’s review the registration process via the State Tax Service website.

log into your personal electronic account on the tax website;
-
select the "Report submission" section, current date, and click "Create";

in the new field, select "Requests";
-
in the opened table, find the document – form No. 20-OPP;
-
click the "Create" button;
-
fill out the electronic form (no fields should be left empty);
-
verify the entered information;
-
save the completed form;
-
sign the document using QES.
After successful submission of form No. 20-OPP, the document will be automatically sent for review. You can check its status in the personal electronic account under "Report submission". If the document does not pass the check, a corresponding note will appear.
The tax office usually processes the document within a few days.
3. Register the ECR.
First, the State Tax Service must accept form 2-OPP, and only after that can you proceed with the registration of the software-based cash register.
Follow these steps:

go to the personal electronic account on the tax website;

select the "Report submission" section, current date, and click "Create";

in the new field, select "Requests";
-
choose the document – form No. 1-ECR;
-
in the "Action" section next to "Registration", tick the checkbox;
-
in the "Entity data" section, enter full name, passport details, and TIN;
-
in the "Business unit data" section, enter the same information as in form No. 20-OPP. This information can be found under "Taxpayer's account data" – "Data on taxation objects";

in the "ECR data" section, specify: ECR type, equipment name, and local number. Do not fill out the "fiscal number" field — it will be automatically populated after the application is approved;

mark that the ECR can work in offline mode;
-
enter the name of the applicant;
-
save the electronic document;
-
sign it using QES.

The response from the tax office may take several days or even weeks.
4. Register the ECR cashier.
To register an ECR cashier, go to the personal electronic account on the tax website and do the following:

select the "Report submission" section, current date, and click "Create";

in the new field, select "Requests";
-
select the document – form No. 5-ECR (entrepreneur’s data is filled in automatically);

enter the cashier’s information who will be authorized to sign electronic documents: full name, TIN, key identifier, signature type, cashier's role, for example, "senior cashier".
You can start using the ECR only after the tax office has processed the application.
What documents are required for ECR registration in 2025: up-to-date list
To register an ECR quickly and without complications, the following documents are required:

passport,
-
current contact phone number,
-
email address,
-
for VAT payers — TIN,
-
name of the point of sale or service location,
-
information about the taxation object: its identifier, territorial code, name, and address,
-
QES,
-
cashier data (full name, TIN),
-
QES of each cashier,
-
company stamp if available,
-
ECR keys.
How long does ECR registration take and how to speed up the process?
The tax office usually registers the ECR on the same day the application form No. 1-ECR is submitted. All applications are processed by 4:00 PM on business days.
Once the registration application is completed and submitted, the tax server automatically processes the document and sends the result to the entrepreneur's electronic account.
ECR registration is completed:
-
on the day of application submission if submitted before 4:00 PM on a working day;
-
no later than the next working day if submitted after 4:00 PM.
The ECR registration date is the date when its fiscal number is generated.
To speed up the registration process, make sure you have a QES in advance, register the point of sale with the tax office, and prepare all necessary documents.
ECR registration in Torgsoft
Directly in the Torgsoft software, you can register an ECR and employees. The process is much faster because you don’t have to search for forms on the tax website or spend time filling them out. You also don’t need to enter data about the software equipment separately.
For simplified registration, follow these steps:

start by setting up the business in the software and installing the director's QES,
-
go to the "Settings" → "Business" section, add a new organization or edit an existing one,
-
add the private key of the electronic signature in the QES tab,
-
save all changes,
-
go to the "Settings" → "Software ECR" menu, under the "ECR Registration" tab,
-
in the "Business" field, select the organization for which the ECR is being registered, the business unit, and the employees,
-
register a new business unit (point of sale) using the "Add" tab,
-
after filling out the form, the application will be automatically saved and submitted for taxation object registration; the document can also be found in the personal account on the State Tax Service services website,
-
register the ECR for the selected active point of sale: use the "Add" option, fill out the form, enter the name of the software register, its local number, select the type, and indicate whether it supports offline mode,
-
after saving the data, the ECR registration application will be automatically sent to the tax office.
After successful registration of the software register, it must be added to the Torgsoft program.
Do it as follows:
-
open the editing form via the "Create ECR" option and enter the required data;
-
enter the cashier's full name and save the record.
Cashier registration for working with ECR in Torgsoft
To register an employee authorized to work with the software cash register, follow these steps:
-
click the "Add" tab → "Cashier registration";
-
enter the person's data: last name, tax number, etc.;
-
select the cashier's role, for example, "senior": this person can close shifts opened by other employees;
-
add the employee’s certified electronic signature key;
-
save the data.
Using the Torgsoft program, you can automatically generate applications for registering software ECRs, business units, and cashiers. The completed forms will immediately appear in the tax service's personal account, saving you time on manual request creation via the STS website.
Common mistakes during ECR registration
Here are the most common mistakes made during ECR registration.
1. Incorrect address of the point of sale (business unit). In such cases, the tax office sends a message to the entrepreneur’s personal electronic account stating that the business unit address does not match the registration data in form No. 1-ECR. Because of this, the STS may reject the registration of the software cash register.
To fix the error, submit the registration form again with the correct address. This information can be found in the personal account under "Taxpayer’s account data", in the "Location of the taxation object" field.
2. Notification: "Business unit not found". The entrepreneur must verify the correctness of the data submitted about the cashier and the ECR.
Start by checking the registration of the business unit. The error may have occurred when completing form No. 20-OPP. Therefore, the taxation object information where the software register will be used must be updated with current data.
It’s also useful to check the validity of the QES certificate. If it has expired, obtain a new certificate and add it using form No. 5-ECR.
Can two ECRs be used in one store?
The tax authorities explain that to use several software registers at one point of sale simultaneously, each cash register must be registered separately with a qualified key and certificate. One cashier can use two ECRs only consecutively: first closing a shift on one device, then opening a new shift on another.
To use a software ECR effectively in business, it is important to register it correctly, configure it, and connect it to the retail network. In Torgsoft, this only takes a few minutes.

According to clause 11.2 of the License Agreement, the software is supplied "as is", and the Torgsoft company does not guarantee that it will meet user expectations, equivalents, or standards not provided in the official specification.
Since there are more than 25 types of fiscal receipts in Ukraine depending on the field of activity and payment methods, it is recommended to obtain official clarification from the tax authorities before using the software ECR to ensure receipt compliance with legal requirements.
