Businesses in Ukraine are moving to safe regions. How to evacuate the company?

The Ministry of Economy of Ukraine is helping domestic enterprises to relocate from the war zone. 108 enterprises have already been relocated. The relocation process includes assistance in relocating equipment, finding production facilities, and relocating workers.
The relocation process is based on the following documents:

• Ordinance No. 305 of 17.03.2022. The Resolution provides for free transportation of the property of Ukrainian enterprises on the basis of the list approved by the Ministry of Economy.
• Order No. 246-r of 25.03.2022. The order contains a plan of measures to be taken for the transportation of the company.

A working group headed by First Deputy Minister of Economy Denis Kudin. This group has been created to answer questions related to relocation. The working group includes specialists from the Ministry of Economy, Ministry of Infrastructure, Ministry of Community and Territorial Development and Federation of Employers.

Which companies can apply for relocation from the war zone?

Any enterprise, of any form of ownership, can submit an application for relocation from the war zone. The Ministry of Economy processes all applications and prioritizes the relocation of an enterprise.
Companies that produce necessities are the first to be relocated. If a company is able to relocate on its own, but needs logistical assistance, the Ministry of Economy can be contacted.

How are businesses relocating from a war zone?

Businesses relocate when it is logistically possible and there is no threat to the lives of drivers and railroad workers. If there is fighting in the city, relocation is not possible. Also, humanitarian borders are not used to relocate a company.

What do I have to do to qualify for relocation?

The first thing you need to do is apply for the relocation program.
In the application, specify:

• The company's USREOU (Unified State Register of Enterprises and Organizations of Ukraine),
• company address,
• needs for production facilities (how much gas, water, electricity will be used),
• number of employees,
• number of equipment,
• mode of transportation,
• how long it will take to install the equipment at the new location.

When filling out the application, it is necessary to detail information about the company, it will help speed up the process of transportation.
Relocation priority will be given to companies, which will be able to dismantle equipment and transport it to the nearest station of «Ukrzaliznytsia».

Where can the company be relocated to?

Relocation is possible into one of the regions:

• Zakarpattia,
• Lviv,
• Ivano-Frankivsk,
• Ternopil,
• Khmelnytskyi,
• Chernivtsi,
• Vinnytsia,
• south of Volyn and Rivne regions.

How is the application review process going?

1164 applications has already received by The Ministry of Economy (up to March 28).
The application review process consists of several stages:

1. Removal of repeated forms and requests with complete information.
2. Prioritization. First, the enterprises producing necessities and those who can independently dismantle equipment and transport it to the nearest "Ukrzaliznytsia" station.
3. After clarification of details, the application is passed to the specialists of one of the receiving regional administrations.
4. A specialist of the regional administration contacts a representative of the enterprise and together they look for options of locating production facilities, renting premises, connection of utilities, resettlement of workers and their family members.
5. Then the request is passed on to the logistics department. «Ukrzaliznytsia» JSC transports equipment to the railway station. Then «Ukrzaliznytsia» JSC transports the equipment to a new location. Also, JSC "Ukrposhta" can help in passing the roadblocks, registration of waybills and other documents related to transportation.
6. After transportation, the enterprise independently assembles equipment and resumes production.
