The law on mobilization is signed by the President and published in the Parliament

The President of Ukraine, Volodymyr Zelenskyy, has adopted the Law on Mobilization, which amends certain legislative documents on military service, mobilization and military registration. 

Information about the signing of the Law by the President appeared on the official website of the Verkhovna Rada of Ukraine on April 16, 2024. On the same day, Law No. 3633 was published in the parliamentary newspaper Holos Ukrayiny. 

Main points of the Law on mobilization 

  • According to the law, Ukrainian citizens aged 25 to 60 are subject to mobilization.

  • During the mobilization period, men between the ages of 18 and 60 are required to carry a military registration document at all times and present it at the request of representatives of the Military Commissariat or law enforcement officers, as well as police and border guards.

  • Persons liable for military service must update their data within 60 days: address of residence, contact and other military registration information at the TCC, ASC or through an electronic cabinet.

  • Persons who are partially fit for military service within 9 months are obliged to report to the MCC for a second MTE. 

  • The right to postpone mobilization for students who are not pursuing their first higher education is canceled. 

  • Instead of conscription, basic military service is being introduced, which will last five months and begin in September 2025.

  • Women will not be forcibly mobilized for now.

  • Subpoenas will be issued only in paper form.

  • Guardians and adopters are officially entitled to deferment and exemption from military service.

Who is eligible for a deferral from mobilization?

According to the amendments to the Law on Mobilization, the following will be eligible for deferment: 

reserved employees of enterprises, public services and institutions, as well as vulnerable categories of citizens and citizens (husband or wife) who care for them, including guardians and adoptive parents:

  • booked persons — employees of government agencies, organizations, institutions, and enterprises;

  • persons with disabilities;

  • persons who have been recognized as temporarily unfit for military service by the conclusions of the military qualification commission (the deferral is valid for a period of 6 to 12 months);

  • large families with dependent children under the age of 18 (except for persons with child support arrears);

  • persons who independently support a child under the age of 18;

  • persons raising a child with a disability under the age of 18 on their own;

  • persons raising a seriously ill child;

  • persons supporting an adult disabled child of group I or II;

  • persons who support an incapacitated person;

  • persons who are constantly caring for a sick spouse with a disability of group I or II;

  • persons providing permanent care for a wife or husband with a group III disability;

  • persons who are constantly caring for their parents with disabilities or their spouse's parents — if they have no other persons or relatives who are not subject to mobilization;

  • persons who are raising a minor child and have a spouse who was mobilized;

  • employees of law enforcement agencies and military administration;

  • students — first-time higher education students;

  • doctoral and postgraduate students who are studying full-time or dual enrollment;

  • employees of research institutions who work at least 0.75 time;

  • persons who lost close relatives during their participation in the ATO.

The Law also provides for additional leave and remuneration for the destruction or capture of enemy weapons or equipment. After signing the first contract, servicemen are entitled to compensation of 50% of the down payment on a mortgage loan.

The law on mobilization was adopted by the Verkhovna Rada on April 11. A total of 283 MPs cast their votes. The law comes into force one month after its publication.
