A sole proprietor (FOP) who receives payments from foreign clients through Payoneer must document the sale, correctly determine the date and amount of income, and arrange to transfer the proceeds to their own business account at a bank in Ukraine. A Payoneer balance alone does not confirm that funds have been credited to a Ukrainian bank. Taxes depend on the entrepreneur’s tax regime, the nature of the payment, and the subsequent movement of the money.
Before the first payment, check whether your single-tax group allows you to work with the relevant buyer, agree on the documents with your bank, and confirm the terms of your specific Payoneer account. After receiving payment, save a statement showing the receipt date, the full sale amount, fees, and the net amount available for payout. For an unusual payment arrangement, consider obtaining an individual tax consultation: public tax guidance describes specific circumstances and does not guarantee the same conclusion for every payment.
What to clarify about Payoneer before accepting payment
These recommendations concern the business activities of a Ukrainian FOP and the taxation of an individual who is a tax resident of Ukraine. The fact that a payment service is located abroad does not remove Ukrainian tax and currency requirements. If the entrepreneur lives abroad and has questions about tax residency, resolve them separately before choosing how to report the income.
Do not treat a Payoneer account or payment-receiving details provided by the service as equivalent to a business bank account in Ukraine. The specific service provider, account status, permitted transactions, and available products are determined by the terms governing your account. Payoneer expressly states that product availability depends on jurisdiction and the customer meeting applicable requirements. The service’s name alone does not justify assuming that all its accounts have the same legal status.
As a practical matter, check the following:
- Who is the seller, buyer, and recipient of funds under the contract, and what role does the platform play?
- Whether the payment is consistent with the permitted use of your account and your registered business activities.
- Which documents Payoneer requests to verify identity, address, business, and the source of payments.
- Whether funds can be transferred to your business account in the required currency and what documents the Ukrainian bank will require.
- Which fees apply to receiving the payment, conversion, withdrawal, and account servicing.
Names and other identifying details in your documents, account, contract, and bank details should make it possible to identify one and the same recipient unambiguously. Use the spelling shown in your official documents. If a Payoneer form does not make clear how to state your status as a Ukrainian entrepreneur, ask support for clarification before submitting it.
Which tax regime works for foreign business payments
The way you receive money does not change the restrictions of your tax group. Under subparagraph 2 of paragraph 291.4 of the Tax Code of Ukraine, the second group may provide services to single-tax payers and/or the public. Therefore, providing services to a foreign company that is not a Ukrainian single-tax payer does not meet the requirements for the second group. Receiving payment through Payoneer does not change this.
The second group has different conditions for manufacturing and selling goods: restrictions on the types of service customers do not amount to a general ban on exporting goods. Before selling, check the product itself, your business activity, the income limit, and the prohibitions in paragraph 291.5. For the third group, the annual limit is 1,167 minimum monthly wages established as of January 1 of the relevant tax year.
| Tax regime | Tax base and main rates | What the entrepreneur should check |
|---|---|---|
| Third group of the single tax | 3% of income with value-added tax (VAT), or 5% of income with VAT included in the single tax. Military levy: 1% of income under Article 292. | Permitted business activities, the income limit, the contractual income amount, and the date the money is received. |
| General tax regime | Personal income tax (PIT): 18% of net taxable income; military levy: 5%. Net income is determined taking into account documented, permitted expenses. | The connection between each expense and the business, and whether it meets paragraph 177.4. |
| Ordinary taxable foreign income of an individual | PIT: 18%; military levy: 5%. | The basis for classifying the income and the obligation to file an annual property and income tax return. |
The military levy rates are set out in paragraph 16-1 of subsection 10 of section XX of the Tax Code. For single-tax payers, the levy applies until the end of the third calendar year following the year in which martial law is terminated or lifted. The 5% rate also applies to an individual’s ordinary taxable foreign income and to business income under the general tax regime until the end of that period; from January 1 of the following year, the rate will be 1.5%. These rates do not cover every possible obligation of an entrepreneur: the single social contribution for compulsory state social insurance and VAT, if applicable, must be calculated separately.
The rules for choosing a group, determining income, and applying rates are set out in Articles 177 and 291–293 of the Tax Code of Ukraine.
What documents to prepare for Payoneer payments
Organize your documents so that your accountant and bank can trace the movement of money from a specific sale through to its crediting to your business account. A single bank entry for a platform payout may not explain who bought the product or service, under which contract, or why the payout is lower than the sale price.
We recommend keeping the following for each transaction:
- Evidence of the sale: a contract, accepted offer, or order showing the parties, subject matter, price, currency, and terms for payment through the platform.
- Evidence of performance: an invoice, service acceptance certificate, or other document appropriate to the transaction and contract; for goods, documents showing dispatch.
- Platform report: the full payment amount, itemized deductions, refunds, and amount payable.
- Payoneer statement: receipt date and currency, transaction ID, fees, and subsequent transfer.
- Conversion confirmation: the original amount, exchange rate applied, fee, and amount received in the other currency.
- Ukrainian bank statement: the date and amount credited to the business account.
If the platform combines several sales into one payout, attach a list of the orders included in it. For bookkeeping, it is useful to assign an internal number to each sale and record it alongside the platform, Payoneer, and bank transfer IDs. This is a practical way to match documents; it does not replace source documents.
How to withdraw money from Payoneer to a business account
A withdrawal from Payoneer is a separate transaction that takes place after payment is received. It does not automatically determine the date on which taxable income arises. Plan to transfer business proceeds to your own FOP account at a bank in Ukraine.
- Get your bank details. Obtain the details for the business account in the relevant currency and for the intended type of transfer. Agree with the bank on accepting Payoneer payouts and the supporting documents it requires.
- Add the account in Payoneer. Check Payoneer’s official Help Center or contact support to learn how to add your own business account for your account type, country, and currency. Use a bank document to enter the details and verify the account holder’s information. Do not use a personal card number in place of the bank account details.
- Complete verification of your bank account and Payoneer account. If the service requests documents, submit them through the official account portal. Do not plan on the payout as completed until the details are confirmed.
- Submit a withdrawal request. If Payoneer has confirmed that withdrawals to your business account are available, initiate the transfer using the official instructions for your account. Before confirming, check the available currency, amount, and transaction limits.
- Check the calculation before confirming. Compare the amount to be debited, fee, conversion rate, amount to be credited, and the service’s stated processing time. Also account for any bank charges under its tariff schedule.
- Save the confirmation and check that the funds arrive. Download the transfer confirmation, then obtain a bank statement after the money arrives. If the payment is delayed, contact Payoneer and the bank with the transaction ID.
There is no basis for setting one universal fee, minimum amount, or guaranteed processing time for all Ukrainian FOPs. Under Payoneer’s official pricing terms, the price depends on the transaction type, currencies, countries, transfer route, and account terms. Check the exact cost of a specific transaction before confirming it, and consult the full pricing details in your account.
When a single-tax payer recognizes income
Paragraphs 292.1 and 292.6 of the Tax Code link a single-tax payer’s monetary income to the receipt of funds. At the same time, paragraph 292.1 excludes from a FOP’s business income interest, dividends, royalties, and other receipts specifically listed there. Before recording a Payoneer payout, check its nature under the contract: royalties, for example, are taxed under the rules for an individual’s income, not at the single-tax rate. Under paragraph 292.5, foreign currency income is converted into hryvnias at the official exchange rate of the National Bank of Ukraine (NBU) on the date the income is received. The rate at which Payoneer or a bank actually exchanges currency serves a different purpose and does not replace this tax conversion.
The State Tax Service of Ukraine (STS) guidance on Payoneer and Wise sets out this position: if business receipts are subsequently credited to a business account at a Ukrainian bank within the reporting period, but no later than the annual tax period, the income is recognized on the date it was first received by the payment system. The hryvnia amount is calculated using the NBU rate on that date.
Therefore, waiting for the transfer to reach a Ukrainian bank is not grounds for postponing the recording of income already received. At the same time, the STS reference to an annual period does not remove the third group’s quarterly reporting requirement. As a practical measure, transfer the proceeds within the same reporting quarter, allowing time in advance for verification and payment processing.
A documented transfer of proceeds already accounted for from Payoneer to your own business account should not be recorded again as new income. Link the two entries using statements and the transfer ID. If the payout consists of several receipts, keep the breakdown.
How to account for the sale amount and withheld fee
The amount available for withdrawal is not always the same as the income from the sale. First, use the contract to establish who is entitled to the buyer’s payment, who withholds the fee, and what service it covers. The fact that a fee was withheld does not by itself prove that the entrepreneur’s income equals only the remainder after the deduction.
Illustrative example. In this example, the FOP applies the 5% single-tax rate and is not a VAT payer. Under the contract, they receive payment of USD 1,000 for a service. Assume the documents confirm receipt of the full amount and a separate USD 20 fee deduction. USD 980 remains payable. At an assumed NBU rate of UAH 40 per dollar, income is 1,000 × 40 = UAH 40,000. In this example, the fee is UAH 800, and the remainder at the same assumed rate is UAH 39,200.
For a single-tax payer, a fee does not reduce income as an expense merely because the service withheld it. However, this example does not establish the tax base for every marketplace contract: the platform may have a different role, and the settlement structure may have different terms. If the statements do not make clear whether the FOP received the full amount or only the contractual payout due to them, determine the tax base using the contract and obtain an individual tax consultation (ITC). The rule in paragraph 292.4 on income in the form of agency remuneration applies when the entrepreneur themselves acts in the relevant intermediary role; an ordinary seller does not become an agent by using a platform.
How taxes work under the general regime
Under paragraph 177.2 of the Tax Code, an entrepreneur on the general regime calculates net taxable income as the difference between proceeds and documented expenses related to business activity. The permitted expense categories are set out in paragraph 177.4.
In its guidance for FOPs on the general regime, the STS treats receipts through Payoneer or Wise that are later credited to a business account in Ukraine under the rules of Article 177. Foreign currency income is converted using the NBU rate on the date of receipt.
Seeing a smaller payout amount is not enough to claim the fee as an expense. You need documents showing the nature and cost of the service, its payment, and its connection to business activity. In particular, paragraph 177.4.4 provides for fees for settlement and cash services and certain other business services, but that does not automatically permit every payment labelled a “fee.” Compare the actual service with an allowed category, and include any disputed issue in a request for an ITC.
What to do with a Payoneer balance and personal funds
In the cited guidance for the general regime, the STS separately states that funds left in Payoneer or Wise at the end of a tax period, or credited to a Ukrainian account for personal needs, are treated as an individual’s foreign income under subparagraph 163.1.3 and paragraph 170.11 of the Tax Code. Ordinary taxable foreign income is subject to 18% PIT and a 5% military levy, and the annual property and income tax return must be filed before May 1 of the following year.
This is a specific STS position concerning the described circumstances of an entrepreneur on the general regime. Consider it as a tax risk, but do not apply it without analysis to every regime, every balance, and every type of payment. If the money has already been recorded and taxed as business income, and a problem then arises with transferring it, agree on the appropriate treatment based on the documents so that you neither omit income nor make an unjustified double declaration.
For personal expenses, we recommend first completing the transfer of business proceeds to the business account, recording them, and ensuring that tax obligations are met. Document subsequent use of your own funds separately from the sale. Do not use a personal card as a routine route for receiving business proceeds.
Do not automatically describe a transfer of personal savings as a client payment. Keep documents showing their origin and prior movement. If different types of receipts have been mixed in one balance, separate them using supporting documents before preparing the return.
If tax has already been paid abroad on foreign income, subparagraph 170.11.2 allows the annual tax liability to be reduced subject to the applicable international treaty and the availability of supporting documents prepared in accordance with Article 13 of the Tax Code of Ukraine. The reduction is reported in the annual return. Subparagraphs 170.11.3–170.11.4 set limits: for example, taxes on sales and other indirect taxes are not credited, and the credit cannot exceed the limit on Ukrainian tax established by the Code.
A Payoneer fee is not tax paid abroad. If the required supporting documents are unavailable, the taxpayer must submit an application to the tax authority at their tax address to extend the filing deadline until December 31 of the year following the reporting year.
Currency requirements: when funds must reach Ukraine
Article 4 of the Law of Ukraine “On Currency and Currency Transactions” permits residents to open accounts with foreign financial institutions, subject to legislative restrictions. At the same time, paragraph 16 of the Regulation approved by NBU Resolution No. 5 requires foreign economic settlements to be conducted through bank accounts, while paragraph 23 requires export proceeds to be credited to a resident’s account at a bank in Ukraine. Paragraph 14-4 of NBU Resolution No. 18 also contains a requirement to use a Ukrainian bank.
While special currency restrictions are in force, paragraph 14-2 of Resolution No. 18 sets the general maximum settlement period for exports and imports at 180 calendar days. Paragraph 14-3 provides exceptions and special rules. In particular, the period does not apply to a transaction for an insignificant amount—less than the equivalent of UAH 400,000 at the NBU rate on the transaction date—except in cases of transaction splitting.
Before agreeing to payment for work, services, or intellectual property rights, ask your bank to determine whether the maximum period applies to your transaction and to identify the specific rule that sets the period or an exception for your contract. The payment amount alone is not enough to determine whether this period applies.
An exception to the maximum settlement period does not remove the requirement to credit export proceeds to a Ukrainian bank. Therefore, a small payment or the absence of a set deadline for a particular transaction does not justify assuming that all proceeds may be kept abroad or spent from a Payoneer balance without restriction.
Before agreeing to payment, provide the bank with the contract and a description of the transaction. Ask it to determine whether a maximum period applies, which event starts the settlement period, what exceptions apply, and which documents confirm receipt after fees have been withheld. Under Article 13 of the Currency Law, the start date for exports of goods is linked to customs clearance, while for work, services, and relevant rights it is linked to preparation of the document certifying their provision. Whether a particular deadline applies must be determined together with the specific exceptions.
If the transaction is subject to the maximum period, breaching it may result in a penalty of 0.3% of the outstanding amount for each day of delay, capped at that amount. Article 13 also provides for an extension based on a conclusion from an authorized body and suspension of the period in documented force majeure circumstances or specified debt recovery procedures under the law. Difficulty withdrawing funds alone does not establish that these conditions have been met.
Is a fiscal receipt required for a Payoneer payment?
Whether a cash register (RRO) or software cash register (PRRO) is required depends on the actual transaction with the buyer. A foreign payer, payment currency, or credit to an overseas balance does not by itself create a general exemption from fiscal receipt requirements.
For services, paragraph 14 of Article 9 of Law No. 265/95-VR provides that an RRO or PRRO is not required if settlements for those services are carried out exclusively through remote banking systems and/or money transfer services. To apply this rule, you must confirm that the actual payment arrangement meets its conditions.
The stated exemption for services does not apply to the sale of goods. Establish who accepts the buyer’s payment, how the buyer pays, whether the platform acts as seller or intermediary, and which documents it issues. If a settlement transaction under Article 2 occurs, follow the requirements in Article 3 for a receipt covering the full amount. A transfer from Payoneer to a bank does not replace analysis of the original settlement with the buyer. The rules are set out in the Law on the Use of Cash Registers.
How to process a customer refund
Before starting sales, specify in the contract or order terms who refunds the money: the entrepreneur or a platform authorized to do so under its terms of service. The entrepreneur should obtain confirmation that the refund was completed and match it to the original sale, even if the marketplace carries out all the technical steps.
- Record the reason: the customer’s request, a returned product, cancellation of a service, or termination of the contract.
- Check whether the platform has already issued the refund on its own, to avoid sending the money twice.
- Issue the refund using the agreed official method and save its ID, date, currency, amount, and separate fees.
- Give the accountant the documents for the original payment and refund. If the sale was subject to fiscal receipt requirements, issue the relevant settlement document.
Subparagraph 5 of paragraph 292.11 of the Tax Code excludes from a single-tax payer’s income funds returned to a buyer because of a returned product, termination of a contract, or a refund request submitted by letter. If the sale has already been included in a filed return, determine how to adjust it based on the periods in which the payment and refund occurred. Show a platform fee and the amount refunded to the buyer separately.
What to reconcile before filing a return
We recommend keeping a transaction register with the date of first receipt, sale number, currency, full amount, fees, amount payable, NBU exchange rate, hryvnia income, and date the funds are credited to a Ukrainian bank. Mark refunds and transfers of funds already accounted for separately.
- Match sales with platform reports and Payoneer and bank statements.
- Check that all receipts are assigned to the correct reporting period.
- Make sure fees have not reduced the single-tax base without a proper basis.
- Remove any double counting of documented internal transfers.
- Check the Payoneer balance, currency settlement deadlines, and outstanding refunds.
- For the third group, report the single tax and military levy in the quarterly return. Both payments are due within 10 calendar days after the filing deadline.
If the income date, contractual amount, fee, or classification of a balance remains unclear, describe your specific money flows and attach the contract terms in your ITC request. Ask a separate question about each disputed step. Under Article 52 of the Tax Code, an ITC is individual and may be relied upon by the taxpayer to whom it was issued.
Provide statements and documents to your accountant for reconciliation. Keep your password, one-time login codes, and full card details under your own control. If another person needs access, use only the method for granting access provided by the service.
