If a business is a VAT payer, sales, returns, and retail transaction totals can be prepared in Torgsoft, and tax invoices and adjustment calculations can be transferred to M.E.Doc or Art-Zvit in XML format. In practice, it is important to configure VAT rates correctly, select the appropriate export format, distinguish between individuals and legal entities, and understand what to check if the reporting system rejects a file or detects discrepancies in amounts. What You Need to Know Before Exporting
A tax invoice is issued by a VAT payer on the date the VAT liability arises. For ordinary supplies, the first-event rule applies: the earlier of two dates — receipt of payment or shipment of goods. tr.tax.gov.ua
An adjustment calculation is required when the amount of compensation changes after a tax invoice has been issued, particularly due to a return of goods or a refund of an advance payment. State Tax Service Information Resource
XML is a file containing structured data from a tax invoice or adjustment calculation. Torgsoft generates the document and the XML file for transfer to an electronic reporting system. Registration of tax invoices and adjustment calculations in the Unified Register of Tax Invoices (URTI) takes place in that system, not in Torgsoft.
The letters J and F in the electronic form identifier indicate the taxpayer type: J — legal entity, F — individual. As of October 1, 2026, the State Tax Service register uses forms J1201016 and F1201016 for standard tax invoices. tax.gov.ua
What to Check in Torgsoft Before Exporting
A correct XML file starts with accurate data in the software itself. Under Inventory Management → Product Type, check the VAT rate code and percentage. Rate code 7 must correspond to 7%, code 14 to 14%, and the standard rate with code 20 to 20%. Next, enable «Apply VAT by Product Type» under Settings → Parameters, and set the standard rate to 20% under Settings → Parameters → Accounting.
This is particularly important if a store sells goods subject to different VAT rates. If the product type record contains an incorrect code or percentage, the error will also appear in the generated tax invoice.
For VAT-exempt transactions, rate code 903 is used. Torgsoft supports this code in tax invoices and transfers the «Without VAT» indicator. At the same time, under State Tax Service rules, taxable and VAT-exempt transactions cannot be included in the same tax invoice — separate documents must be issued.
How to Export a Tax Invoice to M.E.Doc
Open Document → Tax Invoice Accounting → Tax Invoice. In the list, you can select one or several tax invoices for export.
Before saving the XML file, check the «Export to M.E.Doc As» field. For a Sole Proprietorship, select an individual; for a legal entity, select a legal entity. Then click «Save in XML Format for M.E.Doc».

In M.E.Doc, open the document import function, select the generated XML file, and import it. After importing, you can check, sign, and register the document using the standard M.E.Doc procedure.
If you manage several Sole Proprietorships or businesses, carefully check which entity the document was generated for and which person type is selected for export. This selection determines which type of electronic form will be created.
How to Export a Tax Invoice to Art-Zvit
Art-Zvit uses a different export mode — the government-standard XML format.
First, open Settings → Enterprise and check the «Taxpayer EDRPOU Code» and «Tax Inspectorate» fields. Then go to Document → Tax Invoice Accounting → Tax Invoice and select the required documents.

Enable «Export Tax Invoices in Government Standard Format». After that, additional parameters required for this export become available when creating and editing a tax invoice. Once the document is ready, click «Save in XML Format According to the Ukrainian Standard».

Certain goods may require additional details: an imported goods indicator, a service code under the Ukrainian Classification of Products and Services (DKPP), or the activity code of an agricultural producer. These are configured under Inventory Management → Product Type.
Important detail: if a tax invoice was created before government-standard export was enabled, its correct export in this format is not guaranteed. Therefore, it is better to configure the Art-Zvit export mode before creating documents intended for the accountant.
How to Generate and Export a Consolidated Tax Invoice
For consolidated documents, use Analysis → Fiscal Goods Sales Analysis. Set the required period and accounting center. To create a document, select the Accounting Center and Document Type.
Click «Create Consolidated Tax Invoice». If «Sale» is selected, Torgsoft creates a consolidated tax invoice. If «Return» is selected, an adjustment calculation is generated; the corresponding consolidated invoice for the sale must already exist.
Torgsoft also allows such documents to be generated for advance payments against invoices and orders for which fiscal receipts have been issued, as well as adjustments when these advance payments are refunded.
The completed document can be opened under Document → Tax Invoice Accounting on the consolidated tax invoices tab. Here, you can view the document, check its contents, and save it in XML format. Depending on the Torgsoft version, the tab may be called «Consolidated Tax Invoices» or «Consolidated Tax Invoice».
For a tax invoice issued based on daily transaction totals, legislation provides for reason type 11. If both taxable and VAT-exempt transactions occurred during the day, they must be included in separate tax invoices. State Tax Service Information Resource
What to Do When Goods Are Returned
First, process the return itself under Document → Return and refund the buyer.
Then you can generate the adjustment calculation in one of two ways:
-
Open Warehouse → Receipt List, find the required return, and select «Print Adjustment Calculation to Tax Invoice».
-
Alternatively, open Document → Sales With Invoice Issuance → Returns, select the return, and perform the same action.
The «Adjustment Calculation to Tax Invoice» form will open, where the document details are completed.
Why M.E.Doc May Show a Discrepancy Between Sections A and B
In large consolidated invoices, rounding differences can accumulate: the total in section A may no longer equal the sum of thousands of lines in section B. Torgsoft reproduced such a case in practice with a document containing many thousands of product lines.
It is important not to try to correct such an invoice by arbitrarily rounding quantities or VAT. The State Tax Service does not set a fixed number of decimal places for goods quantities in column 6 — there must be enough to calculate the value correctly. For the VAT amount in column 11, arithmetic rounding to six decimal places is permitted. State Tax Service Information Resource
This specific issue has already been identified in Torgsoft. Version 2026.0.8 includes fix No. 211355: when generating XML, the software adjusts accumulated rounding differences so that the sum of the items in section B matches the totals in section A.
Therefore, if M.E.Doc reports this particular discrepancy, check the installed Torgsoft version and the availability of an update. Do not manually modify amounts in the XML file.
For large documents, version 2026.0.8 also introduces an export progress indicator and XML generation optimization: in a test scenario, an 11 MB file was generated in about one minute instead of more than an hour. This is a reference result for the new version, not a guaranteed processing time for every computer or previous Torgsoft versions.
If XML Cannot Be Imported or the Data Appears Incorrect
M.E.Doc rejects the document. First, check the «Export to M.E.Doc As» field: individual or legal entity. Then check the enterprise details and regenerate XML using the standard Torgsoft function.
Art-Zvit rejects the document. Check whether «Export Tax Invoices in Government Standard Format» is enabled, whether the taxpayer EDRPOU code and tax inspectorate are specified, and whether any required additional goods details have been entered.
VAT amounts or supply values are incorrect before export. Check the VAT code and percentage under Inventory Management → Product Type, the «Apply VAT by Product Type» setting, and the standard rate under Settings → Parameters → Accounting.
M.E.Doc reports that the section A total does not equal the sum of the lines in section B. For a large consolidated invoice, this may be the known accumulated rounding issue fixed in 2026.0.8. Check the software version before changing the document itself.
Taxable and VAT-exempt transactions are included in one invoice. They must be separated into different tax invoices as required by the tax invoice completion rules. State Tax Service Information Resource

Quick Procedure
Before exporting, check VAT rates → enterprise settings → the tax invoice itself. For M.E.Doc, use «Save in XML Format for M.E.Doc». For Art-Zvit, enable the government standard and use «Save in XML Format According to the Ukrainian Standard». Generate consolidated documents first through Fiscal Goods Sales Analysis. If the reporting system rejects the XML file, check the settings and Torgsoft version before attempting to edit the file manually.
