From 24 to 28 October 2026, the electronic services of Ukraine’s State Tax Service (STS) operated with restrictions. Accountants and business owners were unable to access the Electronic Cabinet, obtain confirmation that reports had been accepted, check the registration of tax invoices or submit certain documents.

If you submitted reports, registered invoices or used STS electronic services during those days, check the outcome of every unfinished operation. Restored access to a service does not confirm that all documents have been accepted, and technical restrictions do not automatically extend all deadlines.

The situation was complicated by the STS announcing that maintenance had ended on 27 October. Complaints nevertheless continued the following day. Only on the evening of 28 October did the tax authority clarify that restrictions on certain electronic services had lasted until 17:30 that day.

We explain what happened, which problems are confirmed and what businesses should check to avoid mistakes.

What happened at the tax authority: a timeline for 24–28 October

23 October: the STS announced maintenance

At 18:05, the tax authority published a notice of planned maintenance on its information and communication systems.

The work was scheduled to run from 00:00 on 24 October until the morning of 26 October. The STS warned of possible restrictions on certain services and advised taxpayers to plan how they would meet their tax obligations.

24–26 October: the scheduled restriction period

Maintenance took place during this period. However, the tax authority did not publish an hourly list of all services that were unavailable.

It would therefore be incorrect to claim that every STS system was continuously unavailable.

27 October: the tax authority announced that services had resumed

At 09:21, the STS reported that maintenance was complete and that its electronic services and digital services were operating normally.

The problems nevertheless persisted. Users continued to report difficulties accessing the Electronic Cabinet and obtaining document processing results.

28 October: complaints continued

In the morning, accounting and HR publications, including Debet-Kredyt, 7eminar and Kadroland, reported that the Cabinet was unavailable and that users were having difficulties with electronic documents.

Danylo Hetmantsev, chair of the parliamentary Committee on Finance, Taxation and Customs Policy, reported receiving dozens of appeals from taxpayers. He called on the STS to restore its services and explain the reasons for the prolonged problems.

28 October at 18:19: the STS clarified how long restrictions had lasted

The tax authority published a new notice entitled “STS completes system configuration following maintenance”.

It stated that temporary restrictions on certain services had been observed from 00:00 on 24 October until 17:30 on 28 October 2026.

The STS explained that the comprehensive nature of the maintenance had required additional time and that specialists had worked around the clock to restore and configure the systems.

However, the tax authority did not state that every delayed document had been processed. Its official notice used the wording: “STS online services are stabilising”.

What business owners and accountants complained about

The problem was not limited to a website failing to open. For businesses, the more important issue was being unable to obtain confirmation that documents had been accepted or registered.

The following are specific cases reported by users and specialist publications.

1. A report was sent, but the second acknowledgement was missing

On 28 October, accounting portal 7eminar published an enquiry from accountant Oksana Lyshnia.

She said she had sent financial statements through M.E.Doc at 12:56 on 27 October. The first acknowledgement had arrived, but by the morning of 28 October the second had not.

She was also unable to check the document through the Electronic Cabinet: a grey screen appeared instead of the page.

The accountant’s main question was whether the statements would be treated as late if confirmation of acceptance arrived with a delay.

This is an individual user’s enquiry, not confirmation that her statements were lost or rejected.

2. Users could not check whether tax invoices had been registered

According to Facebook user reports cited by Kyiv Post and Fakty ICTV, taxpayers experienced delays in receiving information about the registration of tax invoices sent through accounting software.

For VAT-registered businesses, this created uncertainty: had the document been registered, was it still being processed, or had it not been accepted?

The absence of an acknowledgement or information in the software does not automatically prove that an invoice was not registered. Its final status must be checked against the Unified Register of Tax Invoices.

3. Excise invoices remained pending delivery

User reports quoted by the media mentioned problems with excise invoices and daily reports.

In particular, one user said that documents sent after 14:00 on 27 October were still marked “awaiting delivery” the following day.

This is one user’s account, not an officially established measure of the scale of a failure in the Unified Register of Excise Invoices.

For businesses dealing with fuel or ethyl alcohol, such delays are particularly important because the law sets specific registration requirements for those documents.

4. Employers could not submit notifications of hiring employees

On 28 October, HR publication Kadroland reported that, as of 12:00, numerous users were reporting that the Electronic Cabinet was unavailable.

Specific difficulties included being unable to submit notifications of hiring employees and electronic reports.

This is a problem for employers because a hiring notification must be submitted under the prescribed procedure before the employee is actually allowed to start work.

5. The Cabinet opened, but could not be used

On 28 October, the Debet-Kredyt editorial team independently checked access to the Electronic Cabinet.

It found that the page had begun to load slowly, but users could not sign in.

The Fakty ICTV editorial team encountered a similar problem and reported that the Electronic Cabinet page would not open when it was preparing its article.

These checks confirm that access difficulties continued after the official STS notice of 27 October.

What was the situation on the evening of 28 October?

On the evening of 28 October 2026, the STS announced that configuration of its information systems was complete.

According to the Debet-Kredyt editorial team’s check, the Electronic Cabinet was accessible at approximately 18:00, although it was running slowly.

An important question remained, however: had all documents sent by users during the technical restrictions been processed properly?

The official STS notice does not confirm that every delayed report or invoice had been processed.

Business owners therefore need to check their own documents, acknowledgements and registration statuses.

Did software cash registers work during the tax authority’s disruption?

Shop owners need to understand the difference between the Electronic Cabinet and a software cash register (PRRO).

The Electronic Cabinet is used to submit documents, view information and interact with the tax authority. A PRRO processes payment transactions and communicates with the STS fiscal server.

The official notice of 28 October does not separately confirm a general shutdown of the PRRO fiscal server.

There is therefore no basis for claiming that all shops were unable to register sales for fiscal purposes throughout 24–28 October.

If your PRRO operated normally and all receipts were successfully registered, problems with the Electronic Cabinet do not in themselves mean that anything went wrong with your cash register transactions.

However, if the PRRO displayed connection errors, switched offline or left receipts unsent, check those operations separately.

What businesses should check after STS services resume

Check the documents and payment transactions for 24–28 October 2026 if you carried them out during those days.

1. Check whether the tax authority accepted your reports

Open your accounting software or the Electronic Cabinet and review every document sent during the technical restrictions.

Pay attention to acknowledgements No. 1 and No. 2.

Acknowledgement No. 1 contains the result of the initial automated document check and information about receipt or rejection at that stage.

Acknowledgement No. 2 confirms final acceptance or notifies you that the document has not been accepted.

If the second acknowledgement confirms acceptance, the document’s acceptance date and time are those recorded in the first acknowledgement.

Example. An accountant sent a report on 27 October and received the first acknowledgement, while the second arrived later. If the second acknowledgement confirmed acceptance, the time recorded in the first acknowledgement is used to determine the acceptance date.

If the second acknowledgement is missing, establish the processing outcome rather than automatically treating the document as accepted.

This is provided for in the Procedure for exchanging electronic documents with controlling authorities, approved by Ministry of Finance Order No. 557 of 06.06.2017, particularly paragraphs 8–11 of Section II.

2. Check tax invoices and excise invoices

If your business is registered for VAT, check whether the invoices are registered in the Unified Register of Tax Invoices.

If you carry out transactions for which the law requires excise invoices, separately check their registration in the Unified Register of Excise Invoices.

Pay particular attention to documents that are pending, lack the required acknowledgements or have generated processing errors.

Do not confuse excise invoices with fiscal receipts for sales of excisable goods. These are different documents governed by different rules.

3. Check PRRO receipts in Torgsoft

If you use Torgsoft’s software cash register and made sales during those days, review your fiscal operations.

Open Налаштування → Програмний РРО → Аналітика за програмним РРО (Settings → Software RRO → Software RRO analytics), select the required active PRRO and set the period to check.

This tab lets you check receipts for the required period, whether they were created online or offline, their fiscal numbers and their transmission status to the tax authority.

The transmission status reflects the document’s state according to the Torgsoft database. If there are discrepancies or doubts, additionally reconcile the document with the STS fiscal server data.

Check whether any offline receipts remain unsent and whether the fiscal documents match the sales and returns made.

If necessary, check an individual receipt using the official STS Fiscal Receipt Search service, entering the receipt’s fiscal number, the RRO/PRRO number, and the transaction date and time.

According to the STS explanation, information about an offline receipt appears in the register after the relevant data has been transmitted to the fiscal server.

If a receipt is not found, first check that its details are correct and establish its transmission status. Do not create a new receipt simply because the previous one did not appear in the first search.

4. Check that cash register shifts were closed

If your PRRO operated offline or reported errors, check whether cash register shifts ended correctly and the required Z reports were generated.

If the software shows discrepancies between the cash register status and documents on the fiscal server, do not delete offline receipts, alter their sequence or create service documents at random.

In that situation, contact Torgsoft technical support and provide information about the PRRO, the affected documents and the error messages.

5. Keep evidence of technical problems

If you could not submit a document or obtain its processing result, retain the available evidence:

  • acknowledgements and files of the documents sent;
  • screenshots of error messages showing the date and time;
  • the document transmission history in your accounting software;
  • correspondence with technical support;
  • the official STS notice of 28 October concerning the restriction period.

These materials may be needed if you have to explain why a tax obligation was not met on time.

Will businesses be fined because of the STS disruption?

Tax legislation provides protection for taxpayers in cases of confirmed technical problems. However, it is important to know which provisions apply.

Paragraph 42¹.10 of Article 42¹ of the Tax Code of Ukraine

This provision excludes grounds for administrative and criminal liability for breaches of tax legislation caused exclusively by a technical or methodological error or a technical failure of the Electronic Cabinet, where the problem has been confirmed in the manner prescribed by law.

If a tax obligation could not be fulfilled specifically because of a confirmed Electronic Cabinet failure, the law provides the corresponding protection.

The STS expressly referred to this paragraph in its notice of 28 October.

Subparagraph 112.8.7 of paragraph 112.8 of Article 112 of the Tax Code of Ukraine

This subparagraph provides an exemption from financial liability for breaches caused exclusively by a confirmed technical or methodological error or failure of the Electronic Cabinet.

The law also provides that fines and/or late-payment interest are not charged under these conditions.

However, an official notice of restrictions does not automatically prove that every breach by a particular business was caused by that failure. The circumstances of the individual operation must be considered.

Important: technical problems do not cancel taxes that a business must pay. Exemption from liability does not remove the underlying tax obligation.

Furthermore, the STS notice of 28 October does not automatically extend all reporting and tax payment deadlines.

Tax Code of Ukraine: Articles 42¹ and 112.

Special rules for excise invoices

The STS separately referred to paragraph 231.6 of Article 231 of the Tax Code. It establishes special rules for technical problems that make it impossible to register excise invoices or adjustment calculations.

Where the relevant conditions apply, the taxpayer must register documents whose registration deadline fell within the technical error period within three calendar days from the date registration resumes.

The law also provides that penalties for late registration of those documents do not apply where the prescribed conditions are met.

Do not confuse the end of general maintenance with the actual date on which registration in the Unified Register of Excise Invoices resumes. Check the circumstances of the relevant register’s restoration before calculating the deadline.

This rule concerns the excise invoices and adjustment calculations specified by law, not every business document.

Tax Code of Ukraine, paragraph 231.6 of Article 231.

What to do if a document has still not been accepted

If a document still lacks final confirmation after electronic services resume, first check its status.

If the document was not accepted, establish why: a technical problem, an error in completing it, an electronic signature issue or another reason.

If the document never reached the STS, arrange its submission in accordance with the applicable deadlines and rules for that document.

If there are signs that the document is already being processed, do not rush to create another one without checking.

If a dispute with the tax authority arises, retain the evidence and describe the specific problem through official STS channels.

Key points for business owners

By the evening of 28 October, the STS had announced the completion of configuration following maintenance. However, restored service access does not mean that every document previously sent has automatically acquired a final status.

Business owners and accountants should therefore check reports, acknowledgements and invoices for 24–28 October. Shop owners who experienced PRRO problems should check fiscal receipts, offline operations and shift closure.

Torgsoft users can check their cash register documents through software RRO analytics and, if necessary, reconcile them with the STS register.

To avoid further problems, make sure every important operation has been completed properly and evidence of completion has been retained.
