eRecovery: how to get involved in building materials stores

Construction stores and companies that sell building materials and provide repair services can join the state programme eRecovery. This information was released by the press service of the Ministry of Digital Transformation. To become a member of the programme, you need to submit an application on the Diia portal.

What is "eRecovery"?

In May 2023, a government programme to support Ukrainians whose homes were damaged by Russian terror came into force. In particular, citizens are provided with financial assistance to carry out repairs and cosmetic work on damaged property. People can buy construction materials only from contractors and vendors who have joined the eRecovery programme.
An important condition is that the homeowner must not carry out repairs before receiving compensation. If they have started to restore the property, the state can only provide compensation for the completion of the work. People whose homes have suffered minor damage and are subject to restoration are also entitled to compensation.
To receive financial assistance, Ukrainians must report damaged housing to Diia and submit an application.

What businesses can join "eRecovery"?

Construction companies and contractors that have the appropriate MSS codes can sell goods to citizens participating in the programme to restore damaged property:
  • 1520 — general contractors of residential and commercial construction,
  • 5211 — retail outlets selling building materials and lumber,
  • 5231 — glass, paint and wallpaper stores.

How do companies apply for the programme?

To apply, you must first register on the Diia portal as an individual or legal entity. After logging in to the application, you should:
  1. Find "Entrepreneurship" in the "Services" menu and select the option "Join eRecovery as a business".
  2. Wait for the portal to check your business entity in the Unified State Register.
  3. On the diia.gov.ua portal in your personal account, check the information on the status of the programme participant.
  4. Choose a bank, enter your Merchant ID received at the bank's contact centre and confirm that your MSS code meets the programme's conditions.
  5. Determine the type of outlet.
  6. After Diia registers your application, put an electronic signature of a legal entity or individual entrepreneur.
You will receive an email notification about joining the programme, and you can view the status of your application in your Diia personal account.
As a reminder, the eRecovery service was developed by the Ministry of Communities, Territories and Infrastructure jointly with the Ministry of Digital Transformation with the support of the USAID/UK aid Transparency and Accountability in Public Administration and Services (TAPAS) project.
On 23 February, the Ukrainian parliament approved a law on the creation of a state register of war-damaged and destroyed property and the procedure for state compensation for it.
