To accept payment for goods through LiqPay, a Ukrainian online store must pass verification of the seller and website, connect its own current account, and configure payment confirmations. As a general rule, card payments through internet acquiring must be processed through a registrar of settlement transactions (РРО, Ukrainian acronym) or a software registrar of settlement transactions (ПРРО, Ukrainian acronym), unless the seller has a specific legal exemption. Confirmation of a transfer from a payment service does not replace the seller’s fiscal receipt for goods.

Before launch, decide who verifies payment, issues the receipt, sends it to the buyer, and authorizes order dispatch. Record payment for the full price of the goods before deducting the LiqPay fee, and account for the fee separately. Configure safeguards against duplicate payment credits and duplicate receipts, as well as procedures for refunding money and returning goods. The rules described here apply to sellers doing business in Ukraine and are based on Ukrainian law.

What LiqPay confirms and which document the seller issues

Under the LiqPay terms, the bank handles payment transactions between the buyer and seller and transfers funds to the seller after deducting its fee. Internet acquiring means accepting payments made with payment instruments over the internet. The fact that the bank later transfers the proceeds to the store’s current account does not turn the buyer’s original card payment into a direct bank transfer using account details.

Distinguish between these three documents and events:

  • Order confirmation tells the buyer that the store has received the order and records the agreed terms of purchase.
  • Payment confirmation from LiqPay contains information about the payment transaction. Even a fiscal receipt for a funds transfer certifies the transfer itself.
  • The seller’s fiscal receipt for goods records the store’s settlement transaction and includes details of the goods sold and payment.

Requirements for confirming an electronic order and receipt of funds are set out in Articles 11 and 13 of the Law “On Electronic Commerce”. Requirements for fiscalizing a sale are established by Law No. 265/95-ВР, while the different forms of receipts for goods and for funds transfers are set out in the Regulation approved by Ministry of Finance Order No. 13.

When LiqPay payments for goods require an РРО or ПРРО

Article 2 of Law No. 265/95-ВР classifies card payments for goods as settlement transactions. Paragraphs 1 and 2 of Article 3 require the seller to process such transactions for the full amount and provide the buyer with a settlement document, including when the order or payment is made online.

Seller’s situationWhat to consider before accepting payments
Individual entrepreneur (ФОП, Ukrainian acronym) in the second or third group of the single taxThe group alone does not exempt the seller from fiscalizing card payments for goods. A separate applicable legal basis is required to avoid using an РРО or ПРРО.
ФОП in the first group of the single taxParagraph 296.10 of the Tax Code exempts first-group taxpayers from using an РРО or ПРРО. However, subparagraph 1 of paragraph 291.4 of the Tax Code of Ukraine allows first-group taxpayers to sell goods at retail only from market stalls. To sell goods through an online store, the entrepreneur must choose a single-tax group or the general tax system whose terms allow that activity.
ФОП on the general tax system or a legal entityThe general requirement to use an РРО or ПРРО applies to card payments for goods unless a specific exemption applies.
The store sells both goods and servicesCheck whether an exemption applies to the relevant transactions. A rule for services does not automatically apply to the sale of goods.

Paragraph 14 of Article 9 of Law No. 265/95-ВР concerns services for which payments are made exclusively through remote banking systems and/or funds transfer services. It does not establish an exemption for an online store selling goods, nor does it exempt all services regardless of payment method.

Paragraph 12 of Article 9 provides for not using an РРО or ПРРО if no cash settlements take place where the goods are received, including at warehouses and storage locations. However, dispatching goods from a warehouse alone is not sufficient grounds to avoid fiscalizing a card payment: Article 2 separately includes the place where goods paid for in advance by card are received as a place of settlement. Assess the complete sales and payment process.

If you offer buyers a direct bank transfer using the seller’s international bank account number (IBAN), keep that payment method separate from card acquiring in your settings and accounting. The seller’s IBAN appearing on a statement or in LiqPay account details does not, by itself, prove that the buyer made a direct transfer. To determine the fiscalization procedure, establish how the buyer initiated the payment.

How to prepare the seller, account, and website for LiqPay verification

LiqPay registration rules require identification and verification of the customer or their representative, account details for incoming funds that match the customer’s current account, a functioning online store, and a website review. The account phone number must match the financial phone number of the authorized person registered with the bank.

  1. Identify the seller. The details in the buyer contract, LiqPay account, and bank account must relate to the entity selling the goods. If the store works with several sellers, decide in advance who owns each specific order, payment, and receipt.
  2. Prepare the documents. The bank may request contracts, delivery notes, invoices, and other details about the business and goods. If the activity requires a license, the relevant valid licenses are required. Submit documents through the bank’s verified channels. Notify the bank in writing of changes to documents or information related to performance of the agreement no later than three calendar days after they arise. For documents and information submitted for the business review, the LiqPay terms separately require notice and supporting documents within ten calendar days following the day of the change. As a practical approach, send the bank one written notice with the relevant documents and/or information through a contractual communication channel within three calendar days. If the changes concern business review materials, include all documents supporting those changes in the same submission: a complete submission within three days also meets the ten-day deadline. Keep proof of submission.
  3. Check your product range. Make sure the goods can legally be sold and paid for under the LiqPay terms. Approval by a payment service does not replace permits required for the activity itself. The LiqPay terms do not treat as prohibited an activity that the seller carries out under, within the scope of, and during the term of a relevant license or permit issued by an authorized government body of Ukraine. If payments for prohibited goods or services or high-risk transactions cause an international payment system to charge the bank, the seller must pay the bank a contractual fine for each established violation—that is, each payment. The fine is the hryvnia equivalent of USD 2,500 at the official National Bank of Ukraine exchange rate on the date the fine is paid. The seller must separately compensate the bank for contractual losses, including legal assistance costs.
  4. Complete your website. Buyers should be able to see who is selling the goods, what they are buying, how much they will pay, how they will receive the order, and where to submit a complaint. Before submitting the store for activation, also check the LiqPay website requirements and the list of prohibited goods and services. LiqPay requires the website to show the seller’s address in territory controlled by Ukraine. Check that the seller’s merchant category code (MCC) accurately matches the goods and services available for purchase on the website. Provide a complete Ukrainian-language version and configure it to open automatically for users accessing the website from Ukraine. Display the current LiqPay logo downloaded from the official LiqPay brand materials page. Before activation, confirm with the bank that your website and product range meet LiqPay’s requirements and comply with any instructions you receive.
  5. Sign the agreement and complete store activation. Sign the application to join the LiqPay terms, and check the agreed fees, available payment methods, and limits set by the bank. The bank may change the maximum transaction amount and set limits for particular payment methods, so check before launch whether your goods can be paid for within those limits. Start accepting LiqPay payments once the store review and activation are complete. If you later change the account details for incoming funds, first receive all funds due under the previously provided details: the LiqPay terms allow them to be changed only after that.

Under Article 7 of the Law “On Electronic Commerce,” provide direct and stable access to the legal entity’s full name or the ФОП’s surname, first name, and patronymic; the legal entity’s registered address or the ФОП’s place of registration and actual residence; and an email address and/or the online store address. Publish the legal entity’s identification code or the ФОП’s taxpayer registration number; for an entrepreneur who has lawfully refused that number and has the corresponding mark in their passport, publish the passport series and number.

If the activity requires a license, publish its details. State whether taxes are included in the price and specify delivery costs. The price for consumers must include all taxes and other mandatory charges they pay when purchasing the goods.

Product listings should include specifications and current prices. The purchase terms should explain payment, delivery times and methods, warranty conditions, how to submit complaints, and returns. These requirements follow from Articles 13 and 15 of the Law “On Consumer Protection”. Prepare the offer and electronic notices in Ukrainian as required by Article 11 of the Law “On Electronic Commerce”; another contract language may be agreed at the buyer’s request.

The seller must promptly confirm receipt of the electronic order and confirm the pre-contract information in writing or by electronic notice. The confirmation must state the seller’s identity, address, and complaint procedure; the goods’ characteristics; the price including delivery; the payment and delivery terms; warranty obligations and related maintenance or repair services; the period during which the offer can be accepted; the terms for exchanges and returns; and how to cancel the contract.

For recurring deliveries, also state the minimum contract term. The seller may not unilaterally change the confirmed terms. In practice, it is convenient to send this information in one message and keep it with the order. State in the offer or electronic contract how buyers can obtain the offer or contract in a form whose contents cannot be changed. If the buyer concludes a contract through the store’s system, let them correct entered information before accepting the offer.

These requirements are set out in parts 7 and 8 of Article 11 of the Law “On Electronic Commerce.” Unless the contract sets a different deadline, the seller must deliver the goods within a reasonable period, but no later than 30 days after receiving the consumer’s consent to enter the contract. If the order cannot be fulfilled because the goods are unavailable, the seller must notify the consumer immediately, and no later than the same 30-day period.

These requirements are set out in part 6 of Article 13 of the Law “On Consumer Protection.”

How the store should verify payment

A buyer’s return to the “Payment complete” page does not by itself confirm receipt of payment. According to the LiqPay documentation, the service sends the transaction result in a separate server message—a callback—to the address the store integration passes in the server_url parameter of the payment request. Ask your developer to configure this address and handle the messages: the buyer’s return to the website alone is not enough. The store server verifies that the message is genuine using its signature.

Store owners should include these checks in the requirements for their developer or integration provider:

  • Message authenticity. The server verifies the LiqPay signature before changing the order status.
  • Payment match. The order number and store details in the response must match the expected payment.
  • Amount and currency. The values received must match the expected payment for that order or agreed partial payment.
  • Transaction result. The store credits payment and authorizes dispatch after verifying a status that confirms a successful payment. If the status is intermediate, the store waits for the final result.
  • One-time processing. A repeated message about the same payment must not credit the payment again, deduct the goods from stock again, or create another fiscal receipt.

The last requirement is a practical integration rule: the system records the payment ID and actions already completed. If the response is delayed, an employee checks the status through LiqPay; the documentation provides a separate request for the current payment status.

How to record full payment and issue a fiscal receipt

For a store required to use an РРО or ПРРО, it is advisable to configure the following workflow:

  1. The store creates an order listing specific goods, quantities, prices, and the amount due.
  2. The buyer pays through LiqPay, and the system receives and verifies confirmation of the payment result.
  3. The system or a responsible employee links the full payment amount to the order.
  4. The seller processes the settlement transaction through a registered РРО or ПРРО and saves the fiscal receipt number.
  5. The store sends the buyer an electronic receipt or provides a paper document, then releases the order for dispatch.

Fiscalization should be organized as part of processing the settlement transaction. Paragraph 2 of Article 3 of Law No. 265/95-ВР requires a document to be provided to the buyer upon receipt of the goods, and part 11 of Article 8 of the Law “On Consumer Protection” requires it to be issued or created electronically no later than when the goods are transferred. Do not defer the entire process until the LiqPay payout reaches the bank account.

Under Section II of Regulation No. 13, the receipt must contain the required details for the seller and business unit, goods, amounts, payment form and instrument, date, time, and fiscal details. For LiqPay payments, select the cashless payment form and the appropriate payment instrument. Fields in rows 12–17 related to a payment terminal are completed under the conditions specified in paragraph 4 of this section; they cannot be required for every online payment without considering the integration method.

If the payment was successful but the fiscalization result is unknown, first check whether a receipt was registered. Charging the buyer again will not resolve a receipt issue. If the receipt already has a fiscal number, provide the buyer with a copy. If there is no receipt, the responsible employee should resolve the cause and ensure that the transaction is processed without accepting payment again.

How to account for LiqPay fees and reconcile proceeds

Under the LiqPay terms, the bank may deduct its fee from the amount transferred to the seller. At the same time, paragraph 1 of Article 3 of Law No. 265/95-ВР requires the settlement transaction to be processed for the full purchase amount. The fee for servicing the seller does not reduce the price of the goods paid by the buyer.

Illustrative example. The buyer pays the full price of goods costing UAH 1,000. Assume the service fee for this payment is UAH 15. The seller receives UAH 985 in the account: 1,000 − 15 = 985. The order payment and fiscal receipt are UAH 1,000, the bank deposit is UAH 985, and the fee is UAH 15. The UAH 15 fee is hypothetical and used for this example. For your store’s calculations, use the LiqPay tariff agreed with the bank.

For a single-tax payer, the bank fee is not grounds for reducing sales income to the net amount deposited. Apply the income determination rules in Article 292 of the Tax Code of Ukraine, including the separate exclusion of value-added tax (VAT) amounts where applicable. Under paragraph 292.6 of the Tax Code, the date a single-tax payer receives monetary income is the date the funds are received by that payer. When reconciling, record the buyer’s payment date and the seller’s receipt date separately: a LiqPay successful payment message alone does not establish the seller’s tax income date.

A practical register can include the order number, LiqPay payment ID, full payment, fee, payout amount, fiscal receipt number, and refund amount. If one bank payout covers several orders, reconcile it against the individual payments. Under the LiqPay terms, the bank credits funds in the national currency no later than the next operating day after the buyer’s payment transaction, unless the agreement provides grounds for holding the funds. If the seller’s account is at another bank, LiqPay is not responsible for that bank’s crediting times or fees. When reconciling, check payout times, fees, refunds, and deductions against the documents; contact the bank if an expected payout has not arrived.

Keep documents on orders, payments, sales, fees, and refunds for the periods required by law. Under paragraph 44.3 of the Tax Code, the minimum retention period for ordinary tax documents of a ФОП is 1,095 days, and for primary documents and accounting records of legal entities that pay corporate income tax or the single tax it is 1,825 days. For certain tax control documents, that paragraph sets a period of 2,555 days.

For documents used in tax reporting, the period is counted from the date the report is filed, or, if it is not filed, from its filing deadline. In cases provided for by law, the periods are extended. Keep documents related to an audit or appeal until the relevant proceedings and appeal periods are complete, but at least for the applicable minimum period.

The LiqPay terms prohibit the seller from passing the internet acquiring fee on to the buyer as an additional fee for that payment method. Include acquiring costs in your own expense planning; the website must not add a separate LiqPay surcharge for the buyer. Under the service terms, the seller must remedy a price increase violation within three days after receiving the bank’s formal notice. If the seller fails or refuses to remedy it, the seller must pay the bank a UAH 5,000 fine for each violation, as well as the difference between the order price for an online payment and the price for other payment methods for each transaction disputed on that basis.

How to handle prepayment and balance payments without duplicating amounts

If the buyer pays in installments, the store must link each payment to one order and to any receipts already issued. Before launching this sales method, agree on how to document the prepayment, subsequent payment, and final settlement in your cash register software and under the actual terms for handing over the goods. The ability to split a payment on the website is not sufficient on its own.

Illustrative accounting example. The order costs UAH 1,000. The buyer pays UAH 300 in advance, leaving UAH 700: 1,000 − 300 = 700. After the additional UAH 700 is paid, total payment is UAH 1,000. The system must account for the earlier UAH 300 in the final settlement documents so it is not registered again as a new payment. This example explains how to control amounts; it does not set a universal method for filling in every receipt field.

Assign someone to oversee changes to a partially paid order. Before removing an item, replacing it, or changing its price, the employee should check the amounts received and fiscal documents. Deleting a payment from the accounting program does not cancel a fiscal receipt that has already been registered.

How to refund a buyer through LiqPay

First identify the reason for the refund: cancellation of an unfulfilled order, termination of a distance contract, return of goods, or a claim about defects. Under part 4 of Article 13 of the Law “On Consumer Protection,” consumers may notify the seller that they are terminating a distance contract within 14 days after confirmation of the information or receipt of the goods or their first delivery.

Returning physical goods also indicates termination of the contract. If the information confirmation does not meet legal requirements, the period is 90 days from receipt of the information, or, for physical goods, from receipt of the goods or first delivery. If the consumer receives corrected confirmation during that period, they have a further 14 days from receipt to terminate the contract. Exceptions are set out in part 5 of Article 13, unless the contract provides otherwise.

For example, the exception for goods made or processed to order applies when the goods cannot be resold to others or resale would cause the seller significant financial losses. Therefore, the website’s return terms should reflect the product range and applicable legal exceptions.

Part 7 of Article 13 extends parts 5–9 of Article 12 of this Law to distance contracts. The buyer must tell the seller where the goods can be returned. If the goods were sent by post, the contract may also provide for their return by post. The seller bears return costs; if the buyer paid them, the seller must reimburse them. The buyer must keep the goods in an unchanged condition, but opening the package, inspecting, or testing the goods does not by itself remove the right to terminate the contract.

The right also remains if the goods were destroyed, damaged, or spoiled through no fault of the buyer. If the seller does not take steps to recover the goods within 60 days after the buyer receives them, the buyer’s obligation to keep them ends and ownership transfers to the buyer without an obligation to pay for them.

If the seller did not provide a document confirming that the contract was concluded or confirmation of the relevant information, the buyer may notify the seller that the contract is invalid. In this case, the seller must refund the money and reimburse the cost of returning the goods within 30 days after receiving the notice. Part 9 of Article 12 provides for a penalty of 1% of the product’s value for each day the refund is delayed beyond the applicable period. Take these seller obligations into account when setting the LiqPay refund procedure.

For defective goods, apply Article 8 of this Law. A regular defect does not always require an immediate refund: the law distinguishes between claims concerning defects and material defects. If the contract is terminated with a refund under part 7 of Article 8, the seller calculates the amount taking price changes into account: if the price has increased, use the product’s price when the claim is made; if it has decreased, use the price at the time of purchase. Refund the money on the day of termination or, if that is not possible, within an agreed period no later than seven days.

  1. Record the request. Keep the reason, order number, list of goods, amount, and link to the original payment.
  2. Check the transaction history. Make sure the funds have not already been refunded and that the bank has not reported a payment dispute. Under the LiqPay terms, once the bank has notified the seller of a claim, a refund for the disputed transaction requires the bank’s approval.
  3. Process the refund through LiqPay. The seller processes the relevant transaction through LiqPay. The bank may deduct the amount from the seller’s account at PrivatBank or accumulate it from payments to the seller in an internal bank account. In the latter case, the bank may hold store payouts until the refund is made. Ensure funds are available and track the result. A separate procedure applies to goods purchased through the bank services “Payment in Installments” (“Оплата частинами”) or “Instant Installment Plan” (“Миттєва розстрочка”): the seller must provide funds in its current account and submit a refund request in the “Payment in Installments” personal account or through a configured software integration with that service. If the seller or a third party provided the consumer with a loan for the amount due under the distance contract, the loan becomes invalid when that contract is terminated. This is provided for in part 8 of Article 12 of the Law “On Consumer Protection,” which part 7 of Article 13 extends to distance contracts. When processing the refund, coordinate with the bank to close any related buyer credit obligations.
  4. Issue a fiscal refund document if the transaction is subject to fiscalization. Section III of Regulation No. 13 provides for a fiscal cash receipt for funds disbursement, Form No. ФКЧ-2. Link the payment refund and fiscal document to the original sale.
  5. Complete the accounting. Record the actual return of the goods, the money, and changes to the order. Keep confirmation of the completed payment transaction and provide the buyer with the required settlement document.

If the buyer returns only part of an order, first determine the amount for the specific goods and check whether your LiqPay integration supports that type of refund. Do not process a full refund and new payment unless necessary and agreed. The legal basis and terms of sale determine the amount refunded; do not automatically deduct the acquiring fee from it.

For single-tax payers, subparagraph 5 of paragraph 292.11 of the Tax Code provides that funds returned because of a goods return, contract termination, or a refund request letter are excluded from income. Keep documents that confirm the relevant grounds and the actual refund.

Connecting LiqPay and issuing online store receipts in Torgsoft

To create a store through “Torgsoft Online Market”, you need a Torgsoft Ultra or Terminal license, a separately purchased add-on, a domain, and hosting. Prepare products in the database with names, prices, photos, and descriptions. In the website management system settings, you can enable LiqPay, enter the public and private keys for the activated store, and select payment methods and payment purpose. Enter the keys only in the protected settings of your own store with restricted access; do not publish the private key or send it through ordinary correspondence.

Connecting LiqPay sends the buyer to the payment page. To issue receipts through the Torgsoft ПРРО, you need the separate paid “Software РРО” (“Програмний РРО”) add-on with an annual license for each workstation (cash register) where fiscalization takes place, a qualified electronic signature (КЕП, Ukrainian acronym), ПРРО registration, and properly configured business unit, cashiers, goods, and taxes. Electronic delivery of receipts requires configured templates and a delivery service, as well as the “Bulk Customer Mailings” (“Масові розсилки клієнтам”) add-on. Entering LiqPay keys alone does not confirm automatic fiscalization of every payment.

In “Trade with Invoice Issuance” (“Торгівля з випискою рахунка”) mode, Torgsoft supports receipts for prepayments, subsequent payments, and final settlement, linked to the first prepayment receipt.

  • Before launch, open “Settings — Parameters — Receipt” (“Налаштування — Параметри — Чек”).
  • For the “Receipt printing conditions in Trade with Invoice Issuance” (“Умови друку чека в Торгівлі з випискою рахунка”) parameter, select “Offer to print” (“Пропонувати друк”) or “Always print receipt” (“Друк чека завжди”).
  • Separately configure “Print prepayment receipt on ПРРО” (“Друк чека передоплати на ПРРО”): if you leave it set to “Do not print” (“Не друкувати”), the program will not generate a prepayment receipt when an advance payment is entered.
  • If you choose “Offer to print receipt” (“Пропонувати друк чека”), the responsible employee must confirm its creation.
  • If the payment received does not cover the invoice debt, the “Payment amount” (“На суму оплати”) setting generates a prepayment or subsequent payment receipt for the amount actually paid.
  • The “Payment amount and debt” (“На суму оплати та боргу”) setting instead generates a receipt for the debt amount: a regular receipt if there was no prepayment, or a final settlement receipt if there was.
  • You must also specify the form and instrument of payment for the debt.
  • Once this receipt is generated, the program does not allow new receipts to be printed when further payments are made against that invoice.
  • Also check that all goods requiring a receipt are marked for fiscalization: for an invoice containing both fiscal and non-fiscal goods, the program allocates the prepayment between the fiscal and non-fiscal portions.
  • A payment already fiscalized must be refunded through the corresponding transaction because deleting it does not remove the receipt.

How to protect payment access and buyer data

The LiqPay terms make the seller responsible for protecting login credentials and for the actions of people granted access. As a practical measure, leave account and refund management to designated authorized people, and give the developer only the access needed to configure the integration. Review access rights when the work is complete. Notify the bank of trusted persons and the scope of their authority: the LiqPay terms explicitly make this the seller’s responsibility.

In a standard payment-page flow, the buyer enters card details on the secure LiqPay page. Do not ask buyers to send card details or verification codes to a store manager. If you discover that account credentials or buyers’ payment details have been disclosed, notify the bank immediately and no later than one calendar day, and involve the person responsible for technical security. The LiqPay terms also require the seller to stop further disclosure immediately, address the causes of the security breach, and preserve information about the incident within 24 hours.

The responsible specialist should isolate compromised systems from the network, preserve logs and evidence, and document the actions taken. Do not reboot those systems or take actions that might destroy incident information before preserving evidence. The LiqPay terms provide for a UAH 5,000 fine per incident for a confirmed disclosure of confidential information. If the seller breaches this condition two or more times, the bank may unilaterally terminate the agreement by notifying the seller no later than the termination date.

Separately, the bank may end service early if it finds that payment data was compromised because the seller did not provide adequate protection.

Collect only the data needed to fulfill the order, deliver it, settle payment, and meet legal obligations. Define the purpose, legal basis, and retention periods; explain to the buyer that necessary data will be shared with the payment service and carrier. Requirements concerning data minimization, processing grounds, and data transfer are established in Articles 6, 11, and 14 of the Law “On Personal Data Protection”.

What to do during outages and which violations create a risk of fines

If the connection to the fiscal server is lost, Article 5 of Law No. 265/95-ВР permits offline operation of a ПРРО using an assigned range of fiscal numbers. The general limits are 36 consecutive hours and 168 hours during a calendar month. Paragraph 13 of Section II allows these limits to be exceeded during martial law, a state of emergency, or force majeure. However, legal permission does not mean that a particular program technically supports exceeding the limits.

According to the Torgsoft ПРРО description, the program limits an offline session to 36 hours and total monthly offline operation to 168 hours, and requires a connection to be restored once the limits are reached. Take this into account when organizing online payments. Once the connection is restored, ensure that offline receipts are sent to the fiscal server within one hour and before submitting the fiscal report and fiscal report receipt for that day.

Keep those documents in the ПРРО until delivery is confirmed. Each settlement document created while disconnected from the fiscal server must state that the transaction was conducted offline. Separately, meet the requirement in paragraph 16 of Article 3 to notify the supervisory authority of the start and end dates and times of offline settlement operations: send the notice electronically in the prescribed form within one hour after the connection is restored.

A fault in the ПРРО itself differs from a lost connection: Article 5 prohibits processing transactions through a faulty ПРРО until the problem is fixed. Under paragraph 16 of Article 3, the seller must notify the supervisory authority, ПРРО manufacturer, and/or service center, if one is available, electronically in the prescribed form on the day the fault is discovered. Assign an employee in advance to arrange the notice, monitor whether fiscalization is available, and stop new online payments if the store cannot properly document transactions.

Paragraph 1 of Article 17 of Law No. 265/95-ВР provides for a penalty of 100% of the sale amount for a first violation and 150% for each subsequent violation, including failure to process a settlement transaction, processing it for less than the full amount, or failure to issue the required document. Paragraph 14 of Section II exempts sellers from liability for violations of this Law when selling goods or providing services in three categories of Ukrainian territory: temporarily occupied territories, through the date temporary occupation ends; territories of active hostilities, through the date hostilities end; and territories of possible hostilities, through the date the possibility of hostilities ends.

The relevant dates are determined from the official list of territories. The exemption does not cover violations of the procedure for settlement transactions when selling excisable goods. Whether an exemption applies depends on the location, transaction period, and official list of territories; it does not remove the settlement requirements themselves.

Also monitor bank requests and ensure the product range complies with the LiqPay agreement. If the bank issues an invoice for a fine or reimbursement of expenses, the LiqPay terms require payment within 10 business days of the invoice date. Late payment carries a penalty of 0.1% of the outstanding amount per day. The bank may also deduct contractual fines and expenses from later payments to the seller.

The service terms allow the bank to hold payouts, suspend transaction processing, or discontinue service, including for failure to provide documents, inaccurate information, or failure to meet store requirements. If the bank suspects a breach of law, payment system rules, or service terms, it may require a security deposit to cover possible losses. The amount is agreed separately, and the seller must pay it within two calendar days after receiving the demand.

No interest accrues on the deposit. After termination of the agreement, the bank returns the unused balance within five business days after the contractual conditions have been met: 180 calendar days have passed since the last transaction with no dispute over transactions, and the review periods for any claims concerning the last disputed transaction have ended. If the bank incurred losses because of disputed payments, it may use the deposit to cover them.

If the seller does not respond to a demand to establish a security deposit or does not comply within two calendar days after receiving it, the bank may limit monthly transaction volume, suspend service, or withhold the deposit amount from the seller’s current account at PrivatBank or from incoming funds. Assign an employee to receive and handle such demands on time. The bank also has the right to terminate the agreement without further notice if the seller does not process LiqPay transactions for 30 or more calendar days.

After such a break, check that payments can be accepted before resuming sales. Keep proof of order fulfillment for payment dispute reviews. In cases provided for by the agreement, the seller must reimburse the bank for a disputed transaction, and the bank may deduct it from the store’s subsequent incoming funds. Reconcile these deductions separately from voluntary refunds to buyers. Under the LiqPay terms, the seller must respond to a bank notice of a claim within 10 calendar days after receiving it, unless the relevant payment system’s rules set a different period.

Checklist before launching LiqPay

  1. Check the seller. The store is activated in LiqPay, the account belongs to the seller, the website and contract details match, and documents for the business and goods are ready.
  2. Check the purchase flow. The buyer can add a product to the cart, the amount and delivery costs are clear before payment, return terms are accessible, and the buyer receives an order confirmation.
  3. Check payment confirmation. The integration verifies the signature, store, order, amount, currency, and status. The buyer closing the tab must not prevent receipt of the server message.
  4. Check duplicate protection. A repeated payment message does not create a second payment, deduct the goods from stock twice, or issue a second receipt.
  5. Check fiscalization. Goods, taxes, cashless payment instrument, and delivery of the receipt to the buyer are configured. Employees know how to check whether a receipt has already been registered and provide a copy.
  6. Reconcile a real transaction. For the first real purchase, check the full chain: order, LiqPay payment, full amount paid, fiscal receipt, fee, and bank payout. Run training checks in the designated test modes; do not create fictitious fiscal sales.
  7. Prepare for refunds. Assign a responsible person, identify the required documents, and decide how to monitor completion. If a real purchase is lawfully canceled or goods are returned, reconcile the payment and fiscal refunds and update the goods accounting.
  8. Check daily controls. The responsible employee reviews successful payments without receipts, receipts for which no copy has been provided to the buyer, unprocessed refunds, and payout discrepancies. On days with settlement transactions, ensure fiscal report receipts are created in accordance with paragraph 9 of Article 3 of Law No. 265/95-ВР.
