There is no connection with the DPS server in ECR: how to determine the reason and what to do

This guide helps you quickly distinguish a problem on the client side (internet, settings, QES) from a problem on the side of the servers of the State Tax Service of Ukraine, and understand whether you can continue working in offline mode.

This material is intended for users and system administrators who have basic skills in working with the operating system, Windows services, and Microsoft SQL Server. All actions described are performed at your own risk: incorrect changes to settings, services, or the database may lead to data loss or the program becoming inoperable. Before making any changes, it is recommended to create an up-to-date backup copy of the database, check the available disk space, and make sure there are no active users in the system. If you are not confident that the actions are correct or do not understand their consequences — you should contact technical support.

When a ECR loses connection to the STS server

receipts are not fiscalized;
the ECR cannot connect to the server;
the cash register does not switch to offline mode;
5xx / 302 / Socket Error errors appear.

How to understand what is causing the problem

Socket Error, No route to host message;
502 Bad Gateway, 504 Gateway Timeout, 302 Found errors;
message «Offline mode is prohibited for the PRRO»;
error 11 InvalidQueryParameter or «Another request is currently being processed»;
the STS connection indicator in the program is gray or red.

Causes

Problems with no connection to the STS server on the client side

A. Problems on the client side (your area of responsibility)

No internet connection
There is no physical access to the network or there is blocking (often on mobile internet / IPv6).

Offline mode is prohibited during ECR registration
The permission for offline operation is not set in Form 1-ECR.

Offline operation limits have been exhausted
no more than 36 consecutive hours;
no more than 168 hours in total per calendar month.

Incorrect system time on the PC
The time differs from the STS server time by more than the allowed threshold — the server rejects receipts.

Expired or blocked QES
The certificate is invalid — authentication on the server is impossible.

B. Problems on the STS server side

Gateway errors (502 / 504)
The STS server or gateway is temporarily unavailable.

Redirects (302 Found)
Technical maintenance or reconfiguration of the STS load balancer.

11 InvalidQueryParameter
May mean:
the server is still processing the previous request (queue);
or the receipt contains incorrect data (for example, an error in the UCGFEA code or field format).

Solutions

Step 1. Basic check

Open any website in your browser — check the internet connection.

Enable automatic time synchronization in Windows.

Check the QES expiration date.
4
Check the ECR status in the Torgsoft program (Settings → Software RRO).

Step 2. Actions based on the message

Socket Error, No route to host A local network problem. Check the internet, router, and provider.
«Offline operation is prohibited» Submit Form 1-PRRO with the Re-registration type and enable offline mode.
Offline limit exceeded Restore the internet connection and wait for the receipts to be transmitted.
502 / 504 / 302 An STS problem. Please wait. If offline mode is allowed — continue working.
11 InvalidQueryParameter Wait 2–3 minutes. If it repeats — check the product data or contact Torgsoft technical support

How to check that the connection has been restored

the connection indicator turns green;
receipts receive fiscal numbers;
the data appears in the taxpayer’s account (a delay is possible).

How to reduce the risk of repeated connection loss

always allow offline mode when registering a ECR;
use a stable internet connection (Ethernet is better than Wi-Fi / 4G);
monitor the QES expiration date;
do not disable automatic time synchronization in Windows.

Summary

5xx / 302 → a problem on the STS side, please wait.
Socket / No route → a local network problem.
Offline forbidden → a ECR registration error, re-registration is required.
